Default Dragonflies

I have always had dragonflies to lay eggs in my pond.
But this year because of predators I had it netted.
I have seen a lot of dragonflies just hovering above the pond but the net's
holes are to small for them to get to the water. Do you think they will lay
eggs in the veggie filter?
I haven't seen them up there as of yet. I do love watching them and hate to
think they have no access to the pond anymore.
