Default Bud/Bloom Damaged

I recently have started Planting a roses (first year) primarily for the
flowers.

I'm having a tough time controlling blackspot. I have been using daconil @
1.5FL oz./Gallon but the black spot seems to be spreading.

I'm also having a tough time with some of the buds drying out. When the rose
opens the bloom has brown dried ends on the petals.

Can anyone help me with some ideas to correct either of these situations?
