Default Chinch Bugs or St. Augustine Decline?


I seem to have chinch bugs in this area in early fall every three or
four years. I this is it, it's about a month to a month and a
half late and the "tin can test" doesn't show chinch bugs. Is this St
Augustine decline, which I've never had before?
