Default Yaupon question

I see so many beautiful yaupons and they are dense with leaves. The one
pictured here

was planted about two years ago and just does not seem to be very happy.
The soil is good and compost is added each spring. I am careful not to
over-water. It is in partial shade with morning sun.

How can I help this guy grow more foliage?
