Default Help required with Herbaceous plants

I have a Rugosum Emporium Chocolate, Rudbeckia Goldstrum, Phlox & Hebe but haven't cut them back at all. They were planted in the summer last year, but now look decidedly ropey.

Was I supposed to cut them back?

Any help would be much appreciated!
