Is it illegal or not for an individual to knock up his own formulations for
use in his own garden?

I don't imagine so. However, it's a very confusing area! I was going to use a solution of washing-up liquid a while ago to bring earthworms to the surface on a community green. I checked with the authorities and was told that it's illegal to use anything that isn't officially aprooved for use or registered for use as a pesticide.
