Default Weedkiller & pets

My 'garden' is being over-run with brambles, ground elder, bindweed and more. It's been gravelled but the membrane is shot - I'd like to get half of it back to being planted but I need weedkiller (never used it before!), as it's a shared garden I need to make sure the girl upstairs' dog will be safe to go outside. Glyphosate apparently is fine for pets after it dries, but I wanted to make doubly sure.
Do any of you know if glyphosate is ok to use any time of year, has anyone used it, is it as pet-safe as they say, and how might it afect the birds?
