Are we still talking the one in the original post?

What the report said was that one stabiliser was out of action, which was thought acceptable. Then the ship got hit by a wave which sent water into the bridge and disabled the remaining stabiliser. With the ship rolling, the captain tried to turn it to lessen the roll. He warned that there may be more rolling, as indeed there was. Main problem was not so much the rolling as that the furniture was not adequately secured for that degree of rolling, which was a bit of a problem as the bar we saw in the video was one of the muster stations.
