Quite. I am in Leer and while the pavements have been cleared (I
believe it is the law that householders and businesses must clear
their adjacent pavements) the roads have not been touched - not even
gritted or salted. 1cm of snow caused real chaos.

It helps that germans fit snow tyres in winter - something we used to
do till the mid 70s - but the only snow clearing I have seen (we have
now had 5cm) is on private roads like shopping car parks or industrial
sites. No civic reaction at all.
