Default Can I Chelsea Chop my Euphorbia Wulfenii- blind!?

I didn't prune my EW last year post flowering. I now have about 15 three foot long leaf spikes but not a single flower. And it's a bit 'in the wrong place'.

Can and should I prune it right back now?
