Try Lonicera japonica 'Halliana'. It's almost evergreen, highly
scented, and very vigorous.

Its not evergreen but never looks dead as it already has green buds on it
for next year, but evergreen is wanted L japonica is good unless in a dry
place then its dreadful for mildew.
