Moving Cotton Lavender & Caryopteris

Can anyone tell me the best time to move the above.

I am making some changes to my front garden. The cotton lavender I am
planning to give to a friend. The caryopteris is still in flower but I
would like to move it to the back garden. I imagine the spring will be the
best time.
