Suggest that you have a look at:

It is the current guidance for C&E who are responsible for enforcing the
restrictions.

US is not mentioned there though I presume it comes under a 'other non
EU countries!-)

The short answer to my original Q is No, methinks.
AFAI can tell I need a phytosan off the USDA.

Aaah.. Hush hush!-) Lets just say it ain't in the RHS list and its not
illegal.

You have to be careful, there are a couple of Nasty things going round the
US that we defiantly don't want introduced into UK..
The cost of carriage from US will probably be greater than the cost of Phyto
certificate.
I would check against this list of prohibited plants before ordering, there
is a very serious clamp down on Trees with roots from outside Europe.
