Default Do capsicums seeds need to be replanted?

As per subject, SWMBO grew some capsicums from seed in situ and they are
still growing, but have been showing flowers for about three weeks but
no fruit.

Meanwhile, some seedlings she gave to a neighbour whilst thinning them
out have produce a number of fruit.

So we are wondering if capsicum seedlings need replanting to shock them
into fruiting, or if it is just a soil problem?
