Horses are terribly energy-inefficient. They probably need 2ac + 2T oats
per year to function effectively. A 1hp (OK 3HP) steam engine would
probably do more work and need fewer resources.

is that adding back in eating the horse when you have finished?

rather low considering the long life and expensive feeding of the horse.

The other option would be to have urban distribution points and the populace
to walk or travel to them by public transport to collect.Nationalise Tesco
and you've probably got them ;-))
