I don't think it was Arthur Billitt.

I found this link. Not quite sure if this is the guy (on the right).
If I heard his voice, I'd know for sure. But this photo is close to

Of all the suggestions made, and from the few clues we have had about
his voice and hair, Geoffrey Smith seems the best bet. He ran the RHS
garden at Harlow Carr for many years.
