Default Photinia question

My Photinia has not come through the winter well, (Central Scotland)
most of the leaves have gone and the lower part of the plant looks dead.
However, there are about half a dozen new shoots at the extremeties
and I'm wondering what's the best course of action, if any?

If in doubt do nowt is a pretty good maxim.

Wait and see if it continues to grow otherwise be prepared to take
cuttings if the old growth and the main stems have actually died. My
guess it that it is just about tough enough to recover on its own.

Mine did similar after last winters cold and came back strongly from the
base in late June making 2M by the end of the season, oddly unaffected by
this years cold
