They are hardy trees so if the seed had fallen on the ground it would have
grown fine, so the answer is any time, just make sure it doesn't dry out
while its roots are establishing into the ground (fat chance of that at
present)

Best to wait for fall when it is dormant, otherwise it's good to go.

It may try to put on more root over this summer than that pot can
handle, you should check every couple of months to make sure it still
has room in there.

I'd pot it on (preferably into a long pot) and grow it on for another
season yet. At its present height it's too tempting for passing
rabbits/deer (or accidental trampling by self).

Just remember that a chestnut is a large tree,
If you have been growing it inside then dont plant out till mid May,
depending where you live.
I'd go wit Janet re growing it on for another year.
