Default Garlic bulbs above ground

We have lots of garlic planted and they are doing well, they're in the
ground about 6/7 weeks and are about 6"tall with four leaves(?) however, the
bulbs/cloces we planted are all coming above ground. Is this normal? Should
I put some soil/compost/grass cuttings around them or leave them as they
are?
