I think it's the other way around - the old folks home will not be able
to demand that you cut down the tall hedge you have grown to protect
yourselves from the nuisance of their activities. AFAIK, you will still,
as a private dwelling, be able to complain about *their* hedge.

Correct. the proposed law aims to protect the domestic home owner for the
hedges of neighbours be they private or business premises.

Indeed it would
seem to be a real loophole, now that so many people work from home, as
all they have to do is claim that the hedge is round their workplace and
not their private dwelling.

I'm sure the local council (actually, they won't as business rates go
into a central pool) will be delighted at the higher rates payable, as
will the inland revenue with the capital gains tax when they come to
sell.

Shouldn't the law apply to all complainants?

the (proposed) law is specifically designed to deal with cases of
homeowners whose lives are blighted by oppressively high hedges.

(1) This Act applies to a complaint which—

(a) is made for the purposes of this Act by an owner or occupier of a
domestic property; and
(b) alleges that his reasonable enjoyment of that property is being
adversely affected by the height of a high hedge situated on land
owned or occupied by another person.

Why should a garage, for example, be able to complain about the height
of the hedge you have erected to screen their unsightly building?

Surely a nuisance hedge is a nuisance hedge whether its affecting
domestic or business

I can't really think of any way it could affect a business other than in
the case of a cafe with outdoor seating where it might block the sun.
Otoh, the nuisance caused by having any business next door can be
considerable ... and it's all very well to say 'you shouldn't have
bought the house then' but sometimes the business doesn't come into
existence until after you've been living in the house for some years.

Or the vendors fail to tell you that the house next door has a taxi firm
that starts screaming around the yard from 11 p.m., and the people on
the other side have a fruit and veg business that starts work at 4 a.m.
