Default Cats in garden

I don't like cats in my gardens. Yes, it's natural for them to go after
birds but my property is a Wildlife Federation certifed backyard habitat
and I've done EVERYTHING to attract birds, frogs, etc. to my property so
I get VERY ****ED OFF when neighbors' cats come stalking. My 99% Border
Collie does a good job of keeping the cats away when she is outside but
she's really a pampered house dog. My two cats are INSIDE only. They
watch the birds from the windows.

I wish cat owners could control where their cats go...
