Sagittaria & Vallisneria
For lighting I have 2 40 watt
tubes... 1) 10000K and one CoralLife Nutra Grow Plant lamp. This gives me 80 watts for my 75 gallon. That is not enough. That's why your plants aren't growing. I would at least double that light.
